  • Process guidance for Romanian e-Factura and SAF-T reporting, based on the requirements ANAF publishes.

What applies, and from when.

Regulation (EU) 2024/1689 was amended by the Digital Omnibus on AI — Regulation (EU) 2026/1744, in force since 27 July 2026, which deferred the high-risk obligations by sixteen months and more. These are the dates as they now stand. A date that has passed means the obligation is binding today.

2 February 2025
Article 4, AI literacy. Binding today on any organisation that puts AI systems into use. The Omnibus reworded the obligation; it did not postpone it.
2 August 2026
Article 50, transparency. Binding today: people have to be told when they are dealing with an AI system, and AI-generated content has to be marked.
2 December 2026
Article 50(2) for systems already on the market before 2 August 2026 — the machine-readable marking of generated content. The prohibition the Omnibus added to Article 5 has a transitional period ending on the same date.
2 December 2027
High-risk obligations for stand-alone systems under Annex III. Deferred from 2 August 2026, which is the date most published summaries still quote.
2 August 2028
High-risk obligations for AI embedded in products that already fall under EU product-safety law — Annex I.

    One workshop for one team, and one governance rule written and put into use, so both can be judged before they are rolled out.

    The training run across the teams that need it, and the governance model adopted, documented and dated.
  4. Care retainer

    Guidance reviewed as the regulation and the tooling change, with each change and its date recorded.
